Financial mechanisms of carbon regulation

Abstract

Актуальность работы заключается в наращивании весомости фактора учета климатической проблематики при принятии решений экономическими субъектами и необходимости соответствовать требованиям национальных и международных регуляторов, на фоне чего получили развитие финансовые механизмы углеродного регулирования, роль которых ежегодно усиливается. Цель выпускной квалификационной работы заключалась в том, чтобы выявить особенности функционирования финансовых механизмов углеродного регулирования через призму зарубежного и отечественного опыта. В первой главе было раскрыто понятие климатических финансов и приведены предпосылки их развития, также был проанализирован глобальный ландшафт климатического финансирования, выявлены критические точки, текущие тренды и возможности для развития. Во второй главе работы были рассмотрены виды финансовых механизмов углеродного регулирования, приведена международная практика их внедрения и представлен процесс становления и текущий опыт углеродного регулирования в Российской Федерации. В практической части были сделаны вывода о взаимосвязи углеродного регулирования, бизнес-модели и финансового менеджмента фирмы, рассмотрена практика российских компаний в части осуществления климатических проектов, проведен сравнительный анализ климатических проектов на трех компаний, произведен расчет экономического эффекта и сделаны выводы о драйверах эффективности реализации проектов. Работа состоит из 70 страниц, 60 страниц основного текста, 10 таблиц, 4 рисунков и 1 приложения.

The relevance of the work lies in the increasing importance of the factor of consideration of climate issues in decision-making by economic actors and the need to meet the requirements of national and international regulators, against which the financial mechanisms of carbon regulation have been developed, the role of which is increasing annually. The purpose of the graduate qualification work was to identify the features of the functioning of financial mechanisms of carbon regulation through the prism of foreign and domestic experience. The first chapter revealed the concept of climate finance and gave the prerequisites for their development, also analyzed the global landscape of climate finance, identified critical points, current trends and opportunities for development. The second chapter of the paper examined the types of financial mechanisms of carbon regulation, gave the international practice of their implementation and presented the process of formation and the current experience of carbon regulation in the Russian Federation. In the practical part, conclusions were drawn on the relationship between carbon regulation, the business model and the financial management of the firm, the practices of Russian companies in terms of implementing climate projects were examined, a comparative analysis of climate projects in three companies was carried out, the economic effect was calculated and conclusions were drawn about the drivers of project efficiency. The work consists of 70 pages, 60 pages of the main text, 10 tables, 4 figures and 1 appendix.
