State Council of the Russian Empire at the beginning of the 20th century

Abstract

В дипломной работе исследуется Государственный совет Российской империи в начале XX века. Данная робота состоит из введения, трех глав, заключения, списка использованных источников и литературы и одного приложения. Во введении раскрывается актуальность выбранной темы - в научной литературе большинство исследований развития российской парламентской системы в начале ХХ века было посвящено государственной думе, и крайне мало - государственному совету; Помимо этого, описываются цель и задачи аттестационной работы. Первая глава посвящена общим условиям Российской империи в XIX - начале XX вв., также истории образования государственного совета Российской империи. Во второй главе рассматриваются состав и структура Государственного совета до и после 1906 года. Последняя глава автор приходит к мысли о порядке производства дел в Государственном совете. Особое внимание уделяется основным проблемам развитии страны в работе Государственного совета. В заключении обобщается то, что Государственный совет в начале XX века сохранил свою консервативную роль высшего органа власти в Российской империи как до, так и после 1906 года.

This diploma work studies the State Council of the Russian Empire at the beginning of the 20th century. This work consists of an introduction, three chapters, a conclusion, a list of used sources and literature and one appendix. The introduction reveals the actuality of the chosen topic - in the scientific literature the majority of studies of the development of the Russian parliamentary system at the beginning of the XX century were devoted to the State Duma, and very few - to the State Council; In addition, the purpose and objectives of the thesis are described. The first chapter is concerned with the general conditions of the Russian Empire in the nineteenth and early twentieth centuries, as well as the history of the formation of the State Council of the Russian Empire. The second chapter discusses the composition and structure of the State Council before and after the 1906. The author concludes the last chapter with an account of the order in which the affairs of the State Council are conducted. Particular attention is paid to the main problems of the national development in the work of the State Council. The conclusion summarises the fact that the State Council at the beginning of the 20th century retained its conservative role as the highest authority in the Russian Empire both before and after 1906.
