The influence of foreign economic factors on the foreign policy making of the Commonwealth of Australia

Abstract

Выпускная квалификационная работа посвящена определению роли внешнеэкономических факторов в формировании внешней политики Австралийского Союза. В основе работы лежит гипотеза о том, что внешнеэкономические связи с зарубежными партнерами оказывают основополагающее влияние на формирование внешнеполитической линии Австралии. Тщательное изучение характера воздействия внешнеэкономических факторов на формирование внешней политики Австралийского Союза представляется целесообразным и актуальным с точки зрения лучшего понимания побудительных мотивов поведения Австралийского Союза на международной арене. Оно необходимо также для более точного прогнозирования внешнеполитической активности Австралии по основным вопросам современных международных отношений в АТР и в мире в целом. В первой главе дано определение ключевым понятиям, составляющих структуру исследования, представлено теоретическое осмысление воздействия внешнеэкономических факторов на формирование внешней политики государства. Выявленная теоретическая основа соотносится с основными векторами внешней политики Австралийского Союза. Во второй главе обозначаются ключевые направления развития экономики Австралийского Союза, определяется характер и степень влияния внешнеэкономической составляющей на развитие двусторонних отношений Австралии с ее главными внешнеполитическими партнерами. Проведенный анализ позволяет сделать вывод о том, что Австралийский Союз активно использует внешнеэкономические методы формирования своей внешней политики. Вместе с тем становится очевидным, что перечень основных экономических партнеров Австралийского Союза копирует список ее ключевых внешнеполитических партнеров, при этом противоречия, которые возникают в процессе выстраивания как двустороннего, так и многостороннего сотрудничества, преодолеваются с учетом экономической взаимозависимости стран. Ряд положений выпускной квалификационной работы был апробирован в ходе выступлений на ежегодных научных конференциях «Южно-Тихоокеанский регион в прошлом и настоящем: история, экономика, политика, культура» (2017, 2018, и 2019 гг.) в Институте Востоковедения РАН (Москва) и «Маклаевские чтения» (2018 г.) в Музее антропологии и этнографии им. Петра Великого (Кунсткамера) РАН (Санкт-Петербург). Материалы выступлений отражены в публикациях материалов конференций.

The final qualification work is devoted to determining the role of foreign economic factors in the formation of the foreign policy of the Commonwealth of Australia. The work is based on the hypothesis that foreign economic relations with foreign partners have a fundamental influence on the formation of Australia's foreign policy. A thorough study of the impact of external economic factors on the formation of foreign policy of the Commonwealth of Australia it seems appropriate and relevant from the point of view of better understanding the motives for the conduct of the Commonwealth in the international arena. It is also necessary for more accurate forecasting of Australia's foreign policy activity on the main issues of modern international relations in the Asia-Pacific region and in the world as a whole. The first Chapter defines the key concepts that make up the research structure, and provides a theoretical understanding of the impact of foreign economic factors on the formation of the state's foreign policy. The identified theoretical basis corresponds to the main vectors of the foreign policy of the Commonwealth of Australia. The second Chapter identifies the key directions of economic development of the Commonwealth of Australia, determines the nature and degree of influence of the foreign economic component on the development of bilateral relations between Australia and its main foreign policy partners. The analysis makes it possible to conclude that the Commonwealth of Australia actively uses foreign economic methods of forming its foreign policy. However, it becomes apparent that a list of the main economic partners of Australia copies the list of its key foreign partners, with the contradictions that arise in the process of building bilateral and multilateral cooperation, to overcome given the economic interdependence of countries. A number of provisions of the final qualifying work were tested during presentations at the annual scientific conferences "The South Pacific region in the past and present: history, economy, politics, culture" (2017, 2018, and 2019) at the Institute of Oriental Studies of the Russian Academy of Sciences (Moscow) and "Maklai readings" (2018) at the Museum of anthropology and Ethnography (Kunstkamera) of the Russian Academy of Sciences (Saint Petersburg). The materials of the presentations are reflected in the publications of the conference proceedings.
