The public diplomacy of the Republic of Korea

Abstract

В настоящей выпускной квалификационной работе (ВКР) исследуется понятие "публичная дипломатия", его признаки и особенности осуществления в Южной Корее, а также в России. Целью данного исследования является изучение и выявление роли публичной дипломатии РК в мировой политике и в России в частности, а также сравнение методов и характеристик публичной дипломатии РФ и РК. В отличие от классической дипломатии, решающей вопросы закрыто на двустороннем (или многостороннем) уровне, публичная дипломатия использует неправительственные и общественные организации для решения определенных вопросов. В РК публичная дипломатия все чаще используется для решения гуманитарных проблем, и с каждым годом индекс использования «мягкой силы» динамично повышается, потому существует возможность описывать динамику развития в настоящем времени. Изменения в системе РК, а также в российской и международной правовых и культурных системах, которые происходят регулярно, требуют современного подхода к рассмотрению данного вопроса, поэтому в данной работе предпринята попытка комплексного анализа публичной дипломатии РК и ее особенностей.

This graduation thesis examines the concept of "public diplomacy", its features and features of implementation in South Korea, as well as in Russia. The purpose of this work is to explore and identify the role of public diplomacy of the Republic of Korea in world politics and in Russia in particular, and comparing the methods and characteristics of public diplomacy of the Russian Federation and the Republic of Korea. In contrast to traditional diplomacy, which resolves issues in private at the bilateral (or multilateral) level, public diplomacy uses non-governmental and public organizations to solve certain issues. In the Republic of Korea, public diplomacy is increasingly used to solve humanitarian problems, and every year the index of using of "soft power" is dynamically increasing, so it is possible to describe the dynamics of this development in the present time. Changes in the system of the Republic of Korea and in the system of the Russian Federation, also in the international legal and cultural systems that occur regularly, require a modern approach to the consideration of this issue. This graduation thesis attempts a comprehensive analysis of the public diplomacy of the Republic of Korea and its features.
