Diplomatic support of investment efforts of credit and financial companies

Abstract

В условиях стагнации отечественной экономики особое значение принимает обоснование способов сосредоточения усилий по мобилизации резервов экономического роста. В этой связи для обеспечения соблюдения национальных интересов, как в экономическом, так и политическом плане на первый план выходит экономическая дипломатия. В Российской Федерации задачами поддержки экспортных операций занимается множество государственных институтов, при этом вопросы дипломатической поддержки инвестиционной деятельности финансовых и кредитных организаций практически целиком отданы на откуп Министерству иностранных дел. В работе произведена, всестороння оценка динамики развития экономической дипломатии Российской Федерации в сравнении с инструментами этого направления внешней политики ведущих зарубежных стран, рассмотрена деятельность Российской Федерации по дипломатической поддержке инвестиционной деятельности кредитных и финансовых организаций в формате глобальных и региональных международных организаций, участия её представителей в международных экономических форумах. На основе анализа предложено: сформировать единый документ – Концепцию экономической дипломатии, которая послужит нормативно-правовой основой для её проведения, а также установит приоритеты для взаимодействия с внешними игроками в этой сфере; создать единый орган управления такими процессами в виде специального инвестиционного фонда под эгидой Российского союза промышленников и предпринимателей и Министерства иностранных дел России, который будет опираться на элементы краудсерсинга и средства цифровых технологий, а также широко задействовать работу гражданского общества в своей деятельности; разработать международные стандарты оборота на финансовых рынках редкоземельных элементов и внедрить их через региональные и глобальные интеграционные объединения. Для оценки эффективности реализуемых программ необходимо разработать и внедрить новую критериальную систему комплексной оценки эффективности дипломатии, что позволит гибко реагировать на угрозы и вызовы. Сделан вывод о том возможно, выстроить высокоэффективную систему для привлечения дополнительных инвестиции в национальную экономику, дать стимул для увеличения темпов её роста.

In the conditions of stagnation of domestic economy special value accepts justification of ways of concentration of efforts on mobilization of reserves of economic growth. In this regard for ensuring compliance with national interests as in the economic, and political plan for the forefront there is an economic diplomacy. In the Russian Federation the set of the state institutes is engaged in problems of support of export operations, at the same time questions of diplomatic support of investment activity of financial and credit institutions are almost entirely assigned to the Ministry of Foreign Affairs. In work it is made an assessment of dynamics of development of economic diplomacy of the Russian Federation in comparison with tools of this direction of foreign policy of the leading foreign countries, activities of the Russian Federation for diplomatic support of investment activity of the credit and financial institutions in a format of the global and regional international organizations, participations of her representatives in the international economic forums are considered. On the basis of the analysis it is offered: to create the uniform document – the Concept of economic diplomacy which will form a standard and legal basis for her carrying out, and also will establish priorities for interaction with external players in this sphere; to create uniform governing body of such processes in the form of special investment fund under the auspices of the Russian Union of Industrialists and Entrepreneurs and the Ministry of Foreign Affairs of the Russian Federation which will lean on elements of a kraudsersing and means of digital technologies, and also to widely involve work of civil society in the activity; to develop the international standards of a turn in the financial markets of rare-earth elements and to introduce them through regional and global integration associations. For an assessment of efficiency of the realized programs it is necessary to develop and introduce new criteria system of a complex assessment of efficiency of diplomacy that will allow to react to threats and calls flexibly. The conclusion is drawn on that perhaps, to build highly effective system for attraction additional investments into national economy, to give incentive for increase in rates of her growth.
