Public-Private Partnership as a mechanism for the implementation of Russia's National Projects: problems and solutions

Abstract

В рамках настоящей квалификационной работы был рассмотрен вопрос применения механизма ГЧП в качестве одного из инструментов реализации национальных проектов РФ до 2024 года. В исследовании представлена эволюция понятия ГЧП, обобщены существующие научные подходы к ГЧП. В процессе работы также были проанализированы результаты исполнения приоритетных проектов РФ 2006 года, сгруппированы ожидаемые результаты от реализации национальных проектов РФ до 2024 года в разрезе инфраструктурных, социальных, экологических и не инфраструктурных задач, изучен международный опыт использования инструмента ГЧП для достижения целей национального развития, выявлены отличительные особенности таких проектов. В ходе исследования были идентифицированы ключевые барьеры для применения механизма ГЧП в рамках национальных проектов и выработаны рекомендации для преодоления данных барьеров.

This research is dedicated to the issue of using the PPP mechanism as one of the tools for implementing national projects of the Russian Federation until 2024. The study presents the evolution of the concept of PPP, summarizes the existing scientific approaches to PPP. In the reseach the results of the implementation of priority projects of the Russian Federation until 2006 were also analyzed, the expected results from the implementation of national projects of the Russian Federation until 2024 were grouped in terms of infrastructural, social, environmental and non-infrastructural objectives, the international experience of using the PPP as a tool to achieve national development goals was studied, and distinctive features of such projects were identified. The study highlights key barriers to the application of the PPP mechanism in national projects and includes recommendations for overcoming these barriers.
