The use of international experience in organising and holding the World Cup 2018 in Russia

Abstract

АННОТАЦИЯ к выпускной квалификационной работе на тему: «Использование международного опыта при организации и проведении ЧМ по футболу 2018 г. в России. Спорт – явление глобального масштаба. В своем лучшем качестве он обладает способностью объединять людей независимо от их происхождения, воспитания, религиозных взглядов или экономического положения. В современном мире спорт является инструментом политического воздействия с мощнейшим потенциалом и возможностями. Спортивные достижения ассоциируются с силой государства, его авторитетом и имиджем на мировой арене, в связи с чем, вовлечение спорта и его активизация в сфере международных отношений и открывает перед Россией феномен спортивной дипломатии. Масштабным проектом спортивной дипломатии, который предстоит осуществить России в ближайшей перспективе, является Чемпионат мира по футболу-2018. Чемпионат проводится Международной федерацией футбола (FIFA), которая продвигает ряд важный международных принципов в своей деятельности: искоренение расизма, установление мира, всеобщая свобода и равенство, борьба с коррупцией, экологическая и социальная политика.Проведение ЧМ-2018 в России предусматривает высокий уровень ответственности для всех участников организационного процесса, то это должно показать всему миру, что Россия также выступает за многосторонние принципы и стремится реализовать их в своей стране. Несмотря на анализ предыдущего опыта подготовки, организации и проведения ЧМ на примере таких стран, какЮжно-Африканская Республика и Бразилия, который, крайневажен для анализа текущей ситуации в России, ФИФА постоянно совершенствуется, вводит новые правила и требования для государств-кандидатов на проведение ЧМ. Тем самым, использование зарубежного опыта при подготовке к ЧМ хоть и затрагивает множество сфер взаимодействия, однако требования, которые ФИФА начала предъявлять к государствам-кандидатам на проведение ЧМ-2018: новые поднятые вопросы и требования, затрагивающие более глобальный масштаб подготовки, способствуют тому, что Российская Федерация в процессе подготовки к ЧМ-2018, кроме использования зарубежного опыта, во многом вынуждена вырабатывать «с нуля» свой собственный опыт. Объектом исследования является Чемпионат Мира по футболу 2018 как спортивное мега-событие. Предметом исследования является международный ироссийский опыт подготовки и организации Чемпионата Мира по футболу в 2018 году. Цель исследования – определить роль и значение международного опыта в организации и проведении ЧМ-2018, а также анализ обновленных инициатив России в данном направлении. Исследование состоит из введения, трех глав, заключения и списка использованных источников и литературы. Во введении обосновывается актуальность исследования, ставиться цель и задачи исследования, выделяется объект и предмет работы, дается характеристика научной разработанности проблемы, подчеркивается значимость исследования для России, дана структура работы. Первая глава посвящена вопросам спорта в международных отношениях: анализируются вопросы спортивной дипломатии и ее проявления в контексте мега-событий на примере Чемпионатов мира предыдущих лет. Вторая глава освещает вопросы подготовительного процесса ЧМ-2018 в России, основные достижения и недостатки организации мероприятия на базе опыта предыдущих лет, выстраивание собственной российской парадигмы к этому событию в рамках обновленных требований ФИФА. Третья глава посвящена основным достижениям России в отношении готовности к предстоящему Чемпионату, а также рассматриваются вопросы проблематики «наследия» ЧМ-2018 в России, важность и возможные направления дальнейшего использования объектов спортивной инфраструктуры в интересах страны.

ANNOTATION to final qualification work on the topic: «The application of international experience in the organization and holding of the 2018 FIFA World Cup Russia» Sport is a global phenomenon. In its best quality, it has the ability to unite people regardless of their origin, upbringing, religious beliefs or economic status. In the modern world, sport is an instrument of political influence with the most powerful potential and opportunities. Sports achievements are associated with the strength of the state, its authority and image on the world stage, in connection with which, the involvement of sport and its activation in the sphere of international relations, opens the phenomenon of sports diplomacy to Russia. A large-scale project of sports diplomacy, which Russia is to realize in the short term, is the 2018 World Cup. The championship is held by the International Football Federation (FIFA), which promotes a number of important international principles in its activities: the eradication of racism, the establishment of peace, universal freedom and equality, the fight against corruption, environmental and social policies. The holding of the World Cup-2018 in Russia provides for a high level of responsibility for all participants in the organizational process, this should show the whole world that Russia also stands for multilateral principles and seeks to implement them in their country. Despite the analysis of previous experience in the preparation, organization and holding of the World Cup by the example of countries such as South Africa and Brazil, which is extremely important for analyzing the current situation in Russia, FIFA is constantly improving, introducing new rules and requirements for the candidate countries World Cup. Thus, the use of foreign experience in preparing for the World Cup, although it affects many areas of interaction, but the requirements that FIFA make demands to the candidate countries for the World Cup-2018: new raised issues and requirements affecting a more global scale of training, contribute to the fact that the Russian Federation in the process of preparing for the World Cup 2018, in addition to using foreign experience, is largely forced to develop «from scratch» its own experience. A research object in-process are World Cup-2018 as a sporting mega-event. A research subject in-process are international and Russian experience in the preparation and organization of the World Cup-2018. The purpose of this final qualification work is to determine the role and significance of international experience in organizing and hosting the World Cup-2018, as well as an analysis of Russia's updated initiatives in this direction. The final qualification work consists of an introduction, three chapters, a conclusion and a list of sources and literature used. The first chapter is devoted to sports in international relations: the questions of sports diplomacy and its manifestations in the context of mega-events are analyzed on the example of the World Championships of previous years. The second chapter covers the questions of the preparatory process for the World Cup-2018 in Russia, the main achievements and shortcomings of the organization of the event based on the experience of previous years, building its own Russian paradigm for this event within the framework of the updated requirements of FIFA. The third chapter is devoted to Russia's main achievements in terms of readiness for the upcoming Championship, as well as issues of the «legacy» of the World Cup-2018 in Russia, the importance and possible directions for further use of sports infrastructure facilities in the interests of the country.
