The evolution of the EU policy towards the South Caucasus Countries: 2003–2013

Abstract

Диссертационное исследование посвящено изучению эволюции политики ЕС в отношении стран Южного Кавказа в 2003-2013 г.г. Целью данной работы является анализ эволюции, выявление сущности и основных тенденций политики ЕС в отношении стран исследуемого региона в обозначенный период. Актуальность работы обусловлена важностью региона для РФ. Полученные результаты позволяют выявить сильные и слабые стороны политики ЕС, а также спрогнозировать будущие шаги данного объединения, что позволит РФ выстраивать эффективную, конкурентноспособную политику в регионе. Работа выполнена с применением системного подхода, компаративистского и исторического методов, что позволило наиболее эффективно решить поставленные задачи работы. В исследовании рассматривается целый комплекс источников, связанных с отношениями ЕС и странами Южного Кавказа, как двусторонних, так и многосторонних. Акцент в работе сделан на обзоре ключевых дат, событий, источников, обозначающих эволюцию политики, а также на изменении политики ЕС в отношении каждой страны региона – Азербайджана, Армении, Грузии. Автор приходит к выводам, что эволюция политики ЕС в период с 2003 по 2013 г.г. заключается в постепенном отходе от общерегионального подхода ЕС к Южному Кавказу к более дифференцированному подходу к странам региона с амбивалентной привязкой к реализации демократических норм.

The dissertation research is dedicated to the study of the evolution of EU policy towards South Caucasus countries in 2003-2013. The purpose of this work is to analyze the evolution, identify its essential features and main trends during the defined period. Relevance of work of the work is determined by importance of the region for the Russian Federation. The result will allow to identify strengths and weaknesses of the EU policy, as well as to predict the future steps of this association. That can help the Russian Federation to build an effective, competitive policy in the region. The work is performed with the use of systematic approach, comparative and historical methods, which allow the author to achieve the set objectives most effectively. The study considers a whole range of sources related to the relations between the EU and the countries of the South Caucasus, both bilateral and multilateral. The focus is on reviewing key dates, events, sources that indicate the evolution of politics, as well as changing the EU's policy towards each country in the region - Azerbaijan, Armenia, Georgia. The author comes to the conclusion that the evolution of EU policy in the period from 2003 to 2013 consist in gradual departure from the EU's region-wide approach to the South Caucasus to a more differentiated one to the countries of the region with an ambivalent link to the implementation of democratic norm.
