The Great Silk Road conception of the 21st century: "Geopolitical and geoeconomic aspects"

Abstract

В работе рассматривается влияние инициативы "Один пояс - один путь" на политико-экономическую архитектуру в мире, ее геополитический и геоэкономический аспекты. Кроме того, исследуется становление и развитие Великого Шелкового пути XXI века с момента его официального провозглашения в 2013 г., а также анализируются в сравнительной характеристике концепция "Один пояс - один путь" с аналогичными проектами других азиатских стран, среди которых экономико-политические программы Индии ("Connect central Asia" и "Act East"), Монголии ("Степной путь"), Казахстана ("Светлый путь"), России ("Транс-Евразийский пояс развития" и "Сила Сибири"). К тому же, в исследовании присутствует прогноз относительно перспектив развития китайской инициативы, ее международной, региональной и страновой значимости. Инициатива "Один пояс - один путь" включает в себя два проекта: "Экономический пояс Шелкового пути" и "Морской Шелковый путь XXI века". Обе эти концепции направлены на то, чтобы связать Китай с Европой, попутно подключая страны, пролегающие вдоль маршрутов, для расширения торговли между участниками, для стимулирования их экономического процветания, укрепления культурных связей между различными народами, а также для содействия устойчивому мирному развитию. Однако за благими намерениями Пекина можно усмотреть его геополитические и геоэкономические амбиции, которые могут быть воплощены посредством реализации инициативы "Один пояс - один путь". Полноценное осуществление этого проекта может привести к укреплению роли Китая на международной арене и его трансформации в новую сверхдержаву, имеющую все шансы на то, чтобы стать влиятельным противовесом США. Бесспорно, роль этой инициативы для регионального и международного развития велика. Благодаря китайскому проекту идет активное строительство инфраструктурных объектов в различных странах Центральной Азии, Ближнего Востока, Европы и Африки, инвестирование в отдельные отрасли промышленности и бизнеса, обновление технической базы в крупнейших логистических узлах, главным образом в морских портах, и т.д. Великий Шелковый путь XXI века может способствовать перемещению вектора международных отношений в регион Центральной Азии и экономическому росту Африки. Поскольку полноценная реализация любых крупных китайских проектов приурочена к важной для китайского правительства дате, и в связи с тем, что инициатива "Один пояс - один путь" является долгосрочным планом, его окончательное формирование может завершиться к 2049 г., когда КНР будет праздновать 100-летие со дня своего основания.

The research examines the impact of the Belt and Road Initiative on the political and economic architecture in the world, its geopolitical and geoeconomic aspects. In addition, the work studies the formation and development of the Great Silk Road of the XXI Century since its official proclamation in 2013, and analyzes in the comparative characteristics the Belt and Road Initiative with another similar projects of the Asian countries, including economic and political programs of the India ("Connect Central Asia"and "Act East"), Mongolia ("Steppe Road"), Kazakhstan ("The Bright Road"), Russia ("Trans-Eurasian Belt Development" and "Power of Siberia"). Besides, there is a forecast about the prospects for the development of the Chinese initiative, its international, regional and country significance. The Belt and Road Initiative includes two projects: "the Silk Road Economic Belt" and "21st Century Maritime Silk Road Economic Belt". Both of these concepts are aimed at linking China with Europe, simultaneously connecting countries along the routes to expand trade between participants, to promote their economic prosperity, to strengthen cultural connections among different civilizations, and to facilitate sustainable peace development. However, for Beijing's good intentions one may see its geopolitical and geoeconomic ambitions, which can be realized by implementation of the Belt and Road Initiative. The fully-fledged realization of this project can lead to the increasing of China's role in the international scene and its transformation into a new superpower that might have all chances to become an influential counterweight to the United States. Undoubtedly, the role of this initiative for regional and international development is great. Thanks to the Chinese project, there is an active construction of infrastructure facilities in various countries of Central Asia, The Middle East, Europe and Africa, investing in separate industries and businesses, updating of the technical base in the largest logistics centers, mainly in seaports, etc. The Great Silk Road of the XXI Century can promote the relocation of the vector of international relations to the Central Asia and contribute to the economic growth of Africa. Since the full-blown realization of any major Chinese projects is timed to an important date for the Chinese government and due to the fact that Belt and Road Initiative is a long-term plan, its final formation may be completed by 2049, when the People's Republic of China will celebrate the centenary since its foundation.
