Possible attempts to introduce services within the concept of "mobility as a service" in Russia are likely to only increase the digital divide. Understanding this topic and recommendations for solving this problem are the main objectives of this study. In the work of Pankova O.S. the theoretical foundations of the policy of intellectualization of the transport infrastructure are studied, the analysis of the limitations and barriers to the implementation of "mobility as a service" is carried out on the example of providers. The author analyzes in detail the conceptual approaches to the formation and development of intelligent transport systems in Russia, the digital divide in transport infrastructure, the concept of "mobility as a service" in the management of transport behavior, the specifics of the intellectualization of transport infrastructure in Russia, the opportunities, problems and prospects for the implementation of "mobility as a service" in Russia. The author believes that the introduction of information and intelligent systems can improve the efficiency and reliability of the transport system as a whole, optimize traffic flows in real time, and reduce the risks and threats to transport security. The author also believes that assistance and support in resolving these issues should be provided not only from the heads of the transport organizations themselves, but also from the state. The author also notes that activities to eliminate the digital divide, along with providing technical opportunities for access to modern information technologies, should first of all be aimed at working with the most vulnerable categories of the population in this regard and smoothing out the effects of these factors. The author dwells in detail on the very concept of "mobility as a service" ("Mobility-as-a-Service", MaaS). MaaS, according to the author, is a relatively recent and rapidly evolving concept related to innovative mobility, which is a hybrid technological innovation that combines ICT with a business model to provide integrated access to transport services. MaaS is not just a new transport service, but an innovative mobility distribution model focused on the personal needs of passengers. From the standpoint of organizational models for the implementation of the concept, it can be said that strict regulation hinders the participation of the private sector and reduces the possibility of using innovative potential, and vice versa - too weak regulation contributes to the emergence of a system of innovative mobility that does not meet the public interest. Therefore, the author concludes, the chosen organizational model should optimize the priorities of the public and private sectors and contribute to the formation of competitive and sustainable urban mobility. In the second chapter, the author characterizes provider companies, analyzes the current situation in the field of transport in Russia, and also offers a number of recommendations to reduce the digital divide. So the author believes that transport has a significant impact on the scale of social production, its structure and level of development, creates added value for the products of all sectors of the economy and is one of the important sectors in the structure of the country's economy. The economic mechanism of modern transport is a market that allows, in terms of freedom and rivalry, to achieve economic results in transport activities. Transport enterprises operate under the influence of a large number of different factors on their activities: external and internal, the impact of some of them significantly limits their activities. In the conditions of the current market, the management of the activities of both transport enterprises and the industry involves an analysis of the market situation, in which, taking into account the identified features and the study of the market structure, indicators are evaluated that allow predicting and planning the development of the industry as a whole. The author points out that in modern megacities, the management of the transport behavior of residents is carried out through the integrated use of administrative, economic, socio-psychological and technological methods of management, while digital technologies not only ensure the use of the technological method of managing transport behavior, but also increase the effectiveness of other specified methods due to ensuring comprehensive control over the implementation of their respective measures. The author also points out that the digital divide is a serious problem in Russia, and measures must be taken to resolve this problem. The main directions for solving this problem, according to the author, can be the following: expanding the availability of the Internet throughout the country, improving the program to reduce the digital divide, developing programs to support business digitalization, equal access to transport services. In general, the work was done at a high level. A modern and rather complex topic, with which the author brilliantly coped. I believe that the author needs to continue his studies in the magistracy, perhaps to continue the study of this topic. The content of the work corresponds to the stated topic. Topic opened.
