Artificial intelligence projects are being actively implemented in the field of security, medicine, transport, interaction with citizens, etc. At the same time, business plays a significant role in these processes. In order to strengthen the integration of business and public authorities in Russia, it is necessary to adopt the best practices for involving business in the development and implementation of artificial intelligence in public administration, which include the experience of Estonia, Finland and the UK. Zlobina's work explores the theoretical aspects of the interaction between business and the state in the field of introducing artificial intelligence in the public sector, and conducts a comparative analysis of the experience of involving business in the development and implementation of artificial intelligence in public administration in Estonia, Finland and the UK. The author analyzes in detail the conceptual approaches to the digitalization of public administration, the main directions for the implementation of projects for the use of artificial intelligence in public administration, the features of interaction between business and the state in the field of introducing artificial intelligence in the public sector, the features of interaction between business and the state in Estonia in the field of artificial intelligence, the specifics of business involvement in the development and implementation of artificial intelligence in public administration in Finland, the experience of the UK in building interaction between business and the state in the field of introducing artificial intelligence in the public sector. Considering the conceptual approaches to the digitalization of public administration, the author dwells in detail on the digital era of governance and algorithmic management. According to the author, at this stage, the following artificial intelligence technologies and systems can be used in public administration: systems for developing and making applied decisions in real time, intelligent tools for managing complex projects and processes, technologies for processing and analyzing large amounts of data to perform control and accounting and expert-analytical functions in the field of public administration, forecasting and modeling in the face of existing uncertainties, monitoring, assessment and ranking of risks in public administration. The author dwells in particular detail on “super services” for providing public services to residents, which are platforms through which citizens can receive one or another public service online and in a short time. The author notes that the creation of this system will make the process of providing public services absolutely transparent, free from the influence of the attitudes of civil servants. At the same time, citizens will always be able to have the result of the provision of services in electronic format, which even now is regarded as an analogue of a physical document. In turn, the ability to receive public services at any time and anywhere greatly affects the degree of satisfaction of the population from interaction with the state, as well as the mobility of citizens. The author pays special attention to PPP projects in the field of introducing artificial intelligence into public administration. The author rightly concludes that in order for AI to increase efficiency, reduce risks, improve the citizen experience, scale and transform services, government must focus on defining the ethical boundaries within which the AI systems of their private sector partners operate, who also need to provide investing centers of expertise to audit projects using artificial intelligence. In the second chapter, the author conducts a comparative study of the cases of Estonia, Finland and the UK. The author notes that the main feature of the national strategy for the implementation and development of artificial intelligence in Estonian public administration is openness. The government actively shows not only the process of administering existing projects by publishing reports on funding and work done, but also the very principle of the functioning of technologies, on the basis of which digital solutions are being implemented. A study of the Finnish experience showed that despite the success of AI in public administration, a number of challenges remain, which include data privacy and security issues, potential bias of AI algorithms, and the need for continuous monitoring and evaluation of AI systems. In addition, ethical aspects related to AI, such as transparency and accountability, require constant attention. The author notes that cooperation is a key characteristic of the relationship between business and government in the implementation of AI in the UK, which creates a multi-actor network of various ministries, their subordinate bodies, foundations, commercial companies and scientific organizations. The government recognizes that artificial intelligence has transformative potential in various sectors and is committed to creating an enabling environment for innovation, while paying significant attention to the potential risks and challenges associated with imperfect regulatory frameworks and existing technical organization. In general, the work was done at a high level. The author took on the task of working on a complex topic and coped with the task with brilliance. A worthy study carried out in the best traditions of studying the digitalization of public administration at St Petersburg University. The content of the work corresponds to the stated topic.
