Review of the final qualifying work of a 4th year student Rudakov Kirill Antonovich "Features of the formation and participation of NGOs in youth policy (on the example of the city of St. Petersburg)"

The subject of the work submitted for defense by the student Rudakov K.A. concerns one of the areas of public policy - youth. In modern conditions, this topic is of particular relevance in connection with the strengthening of traditional Russian values and the political socialization of young people on their basis. The author of the work chose an interesting approach to the topic, which is associated with the peculiarities of public policy governance, namely, youth policy governance through communities. In this regard, youth is not a simple object of control or political influence, but is itself the subject of politics. True, this aspect is not expressed in the wording of the object, subject and purpose of the study, but it is expressed in the tasks and content of the work.
The work of Rudakov K.A. characterized by integrity and consistency. It contains both a description of theoretical approaches to youth policy, its governance through communities, and an analysis of the directions and methods for implementing youth policy in St. Petersburg. The student analyzed about 50 youth NGOs in terms of their activities, receiving grants, their implementation and representation of NGOs in the digital space. An interesting analysis of the information openness of NGOs in St. Petersburg. The author managed to show that youth policy in St. Petersburg is implemented with the participation of young people, which increases its effectiveness and significance.
The work was written personally (75% of the original text, and with citations of more than 90%) based on the use of a sufficient amount of scientific literature (about 50 sources and literature, including English) and empirical data. It demonstrates the author's good ability to collect and analyze material, pose problems and find solutions. The student worked on the essay consistently and with interest. The paper presents substantiated ideas, assessments and conclusions. The final qualification work of Rudakov Kirill Antonovich "Features of the formation and participation of NGOs in youth policy (on the example of the city of St. Petersburg)" meets all the necessary requirements and deserves an excellent rating.
