Review of the final qualifying work of a 4th year student Tkachev Nikita Sergeevich "Evidence-based policy of technological sovereignty – case of St. Petersburg" The presented graduate qualification work is written on a topical political and scientific sabject. It is politically clear that in the context of sanctions and restrictions on technological development, Russia today needs to turn to the achievement of technological sovereignty. Theoretically, many questions arise here, concerning both the correlation of various sovereignties, the essence of technological sovereignty and the policy of ensuring it. At the same time, the idea of a connection between technological sovereignty and the modern phase of the development of technology, or the technological order, which today is called the seventh, is significant, taking into account all the experience of the technological development of countries. The student understood the specifics of technological sovereignty, described the main approaches to ensuring it, and identified the features of the policy of technological sovereignty in St. Petersburg in a comparative perspective relative to the all-Russian policy. An interesting analysis of the technocratic direction in the evidence-based policy of technological sovereignty, which dominates in Russia. The author has well analyzed the documents, literature and journalism on this topic (54 sources and literature, including in English). He correctly formulated the purpose and objectives of the study. Wrote consecutive work. The work is independent (the system yields about 60 percent of independent text and 25% of borrowings; however, when viewing the work, borrowings concern literature, documents, and a partially cited summary of published works). The student worked systematically, consistently and with interest. The work demonstrates the good ability of the author to collect and analyze material, raise problems and find solutions. The paper presents substantiated ideas, assessments and conclusions.
