The diploma work of Zhao is written on important topic for every country, including China and Russia. Author revealed the features of the concept of civil servant, considering that this term is relatively new to the PRC, comparing it with another, "lu" - "servant of the emperor." This difference in terminology was also analyzed by him on the example of English and Russian terms. Having studied, the legislative acts that predetermine the essence of administrative reforms, he identified their main stages. It seems that the author's conclusion about a combination of real reforms (the formation of the "Open Government") and imitations (the course on the effectiveness of public administration) is also interesting. The author conducted two applied sociological studies: questioning of residents in order to reveal their awareness of the essence of administrative reforms, as well as the analysis of sites as markers of democratic changes in public administration. So, he studied the websites of the government of the PRC and Russia, as well as the website of the Ministry of Education, which allowed him to compare the contents of organizations of different levels of government and of different countries (Russia and China). The results of the data were used to write an article and prepare a speech at a conference in the Academy of Sciences "Russia-China", which will be held on May 28, 2018. Describing Zhao as a student, I want to note his conscientiousness (he always tried to do everything on time) with difficulties with mastering the Russian language, which made work much more difficult. The student is hardworking, which is confirmed by numerous and quite extensive applications of his thesis project. Summing up the assessment of the student, I want to acknowledge that he has mastered his basic competences, that the work presented is an independent research, and therefore the student can undoubtedly claim a positive evaluation.
