The chronological period in question is 1970-2016, namely from the time of the proclamation of the republic in the Gambia and until the end of the authoritarian regime two years ago. The topic is quite particular and unusual especially for the research in Russia. The macroeconomic policy and the IMF mission to stabilize the international system led to the development of special structural programs in post-colonial countries such as the Gambia and had a significant impact on the development of the state. First of all, these are the courses in conditions of Import substitution industrialization in the 60ies within the newly independent state in SubSaharian Africa 2. Also, for the application of neoliberalism to the topic, the works of the creators and followers of this theoretical concept are used. 6. The paper provides a theoretical basis for neoliberalism, its definition and use, as well as differences with the interpretation of the concept and its application in the West, Latin America, Asia and in our case in Africa. The chosen theoretical concept allows the most complete solution of the research tasks.  7. The declared topic corresponds to the proposed title for the work, and, in my opinion, is fully disclosed.
